From SACEM’s Panorama de la presse, concerning a study on 2004 cd sales:

Malgré la baisse des ventes de CD en Amérique Centrales dues à la piraterie, la pauvreté et le retrait des Majors, le montant des perceptions augmente grâce à une efficacité croissante des sociétés de gestion collective.

(Translation): Despite the fall in CD sales in Central America due to piracy, poverty, and the retreat of major labels, the amount of royalties collected is rising thanks to the growing efficiency of authors’ societies.

What a fantastic bit of reporting. They slip “poverty” in there as if it were just a 2004 market condition. Sure, the people were poor before, but it only kept them from buying cds this year!
